GENERAL SUMMARY:
This position's responsibilities are to develop and plan data systems to meet the needs of District facilities planning; coordinate and lead projects to develop and implement systems or procedures; research and analyze facilities information and operations.
Postition reports to: Manager of Facilities and Capital Construction Planning
ESSENTIAL FUNCTIONS
1. Leads, plans and implements studies of varied information and systems to facilitate departmental planning and decision-making; analyzes and evaluates data and monitors trends; identifies, researches and analyzes issues and recommends solutions; reviews department reporting requirements and coordinates activities to ensure accurate, timely responses; ensures integrity of data; and develops reports using various software.
2. Provides general technical support and training to employees and other authorized management users in retrieving and interpreting data; provides technical expertise in computer technology to enhance the use of personal computers within assigned area of responsibility, and to conduct needs analysis, performs research, and makes recommendations concerning the computer needs of assigned area; provides technical support and training on facilities related databases to District staff.
3. Develops data necessary to support the Capacity Management Policy reporting requirements and the Functional Capacity Calculations. Conducts an annual review of space utilization at schools, analyzes building capacities, develops expertise in the facilities requirements of educational programs, and participates in the planning for future facilities needs.
4. Assists in the development of many departmental projects which include preparation of complex and sensitive studies, selection and management of outside consultants, preparation of documents to support the capital construction program which include the Facility Condition Index, Study and Survey, Landmarks nominations and hearings, environmental studies, educational specifications and other studies as needed.
5. Provides general management and advice regarding development of procedures to enhance the effectiveness and efficiency of assigned area of operations; develops and implements work plans and system tests; prepares status and progress reports; provides recommendations for improving and/or extending services.
6. Develops and manages various facilities database and interprets District facilities data, prepares summaries and reports, makes presentations to District staff; reviews and interprets applicable federal, state and local rules and regulations.
7. Develops, designs and maintains facilities department website and online collaborations. Coordinates online information sharing with consultants and contractors regarding district capital programs. Ensures the department website meets the district guidelines.
8. Provides facilities data to federal state, city, and other governmental agencies to meet report requirements. Responds to data requests from various stakeholders such as District staff and general community members. Assists legal department in responding to public records requests.
9. Prepares well-defined and accurate facilities maps using Geographic Information System software (GIS) and geographic databases. Develops skills in analyzing data within GIS.
10. Assists in the development, implementation and maintenance of computer applications, including local area networks, to address information needs, of assigned area, which are consistent with District priorities; provide technical guidance and support to Facilities section managers.
11. Assists in interpreting and applying legal, administrative and policy guidelines in relation to current problems, issues and crises; ensures area of assignment is in compliance with District system standards and controls; confers with and advises section managers.
